What the regulator reported

Pennsylvania’s gaming regulator published its annual casino diversity report on October 1, 2026. Its release puts employment across the state’s 18 casinos at 15,242 at the end of the 2025/26 fiscal year. It reports that 90% of employees lived in Pennsylvania, 42% were racial minorities and 46% were female.

Reading the figures

These are workforce proportions for the reporting period, rather than a claim about every department or senior position. A statewide percentage does not tell a reader how representation differs between properties, job categories or management levels.

For a meaningful comparison, use consistent reporting periods and definitions. A change in a percentage can reflect a change in the numerator, the overall workforce or both. It should not automatically be described as hiring growth.
